ProPal Estimates and Independent Provider Services Disclosure

This disclosure explains the division of responsibility between ProPal and independent service providers.
1. ProPal’s Role
ProPal provides SMS-based intake, service classification, attribution, routing, dispatch, status communication, and provider introduction. ProPal may collect descriptions, photographs, addresses, timing preferences, and other details and transmit them to an eligible provider.
ProPal does not perform the underlying home service. ProPal is not the contractor, subcontractor, estimator, inspector, engineer, architect, insurer, adjuster, lender, escrow holder, permit authority, or emergency responder.
2. Intake Summaries Are Not Estimates
A ProPal message or AI-generated summary may organize what the customer reported. It may identify a likely trade or service category. It may describe the request as urgent for routing purposes. It is not:
- an inspection;
- a professional diagnosis;
- a scope of work;
- an estimate or quote;
- a promise that a provider will accept;
- a guarantee of arrival or completion; or
- a representation that conditions are limited to what appears in the message or photographs.
3. Provider Responsibility
The independent provider is solely responsible for:
- verifying identity, licenses, insurance, and qualifications;
- inspecting the property and diagnosing the condition;
- determining labor, materials, equipment, permits, taxes, and subcontractors;
- stating the scope and exclusions;
- providing an estimate, quote, proposal, or contract;
- setting deposits, payment terms, cancellation fees, and financing terms;
- scheduling and confirming appointments;
- identifying changes, hidden conditions, and change orders;
- performing the work safely and lawfully;
- obtaining permits and inspections;
- issuing warranties and handling callbacks; and
- resolving payment, lien, workmanship, damage, and warranty disputes.
4. Customer Responsibility
Before authorizing work, the customer should:
- confirm the provider’s legal identity and contact information;
- verify licenses, insurance, bonding, and permits where relevant;
- obtain and review a written scope and price for material work;
- understand exclusions, allowances, deposits, payment milestones, cancellation rights, and warranties;
- ask whether subcontractors will be used;
- avoid paying through an unverified or unusual channel;
- preserve copies of contracts, estimates, invoices, photographs, and communications; and
- independently evaluate whether the provider is suitable.
5. Price Ranges and Preliminary Statements
Any general price range, possible cause, timing expectation, or example discussed before provider inspection is informational only. A provider may change a preliminary statement after:
- onsite inspection;
- measurements or testing;
- opening walls, systems, or concealed areas;
- discovering code issues, water intrusion, contamination, structural damage, or prior repairs;
- confirming material availability;
- determining permit requirements;
- changing customer selections; or
- identifying additional labor, access, disposal, or equipment needs.
The provider should obtain customer approval before material changes where required by contract or law.
6. No Marketplace Price Guarantee
ProPal does not guarantee the lowest price, a market price, competitive bids, multiple quotes, or a particular provider’s availability. ProPal does not auction the same request to several providers as a shared lead. A customer may request another provider, but each provider independently decides whether to respond and what to charge.
7. Scheduling
ProPal may transmit timing preferences or a provider’s preliminary response. Only the provider can confirm a binding appointment. Customers should confirm date, arrival window, access instructions, cancellation terms, and who will arrive directly with the provider.
8. Payments
Unless ProPal expressly offers a separate payment product, payments for provider work are made under the customer-provider agreement. ProPal does not control provider deposits, invoices, financing, card processing, refunds, chargebacks, liens, or collections.
Customers should never send full card information, bank credentials, passwords, or authentication codes through ProPal SMS.
9. Emergencies
ProPal is not an emergency service. For fire, gas odor, active electrical danger, flooding threatening life, carbon monoxide, structural collapse, crime, medical emergency, or another immediate threat, call 911 or the appropriate utility or emergency authority.
10. Complaints and Support
A customer should first address scope, price, workmanship, scheduling, damage, warranty, or payment concerns directly with the provider. ProPal may document a complaint, review routing eligibility, preserve relevant intake records, or take network action, but ProPal does not adjudicate private construction or service disputes.
